The Hilliard Planning & Zoning Board voted 4–1 on June 25 to recommend adoption of Ordinance 2026-04, a local implementing ordinance concerning the review and approval of certified recovery residences under section 397.487, Florida Statutes. Vice Chair Dustin Winnon moved the recommendation and Board Member Kevin Webb seconded the motion.
Land Use Administrator Lee Anne Wollitz read the agenda report and answered board questions about how the ordinance would be applied locally. Chair Harold “Skip” Frey and Board Member Michael Hallman asked specifically about proximity rules for certified recovery residences relative to schools and religious organizations; Wollitz explained zoning restrictions and described tracking and monitoring procedures the town would use.
The motion passed with four votes in favor and one opposed (Hallman). After the vote, Chair Frey and Vice Chair Winnon asked that the record reflect their displeasure that the Town Council, through its own legislative processes, has limited the town’s authority to decide the issue. The board’s recommendation now goes to the Town Council for final action.
