Draft Golden State Specific Plan released for public review, EIR to follow this fall

City staff presented the draft Golden State Specific Plan at the Burbank City Council study session and announced the document is now available for public review at www.goldenstatesp.com and in print at City Hall and public libraries.
Daniel Via, Principal Planner with the Community Development Department and product manager for the project, said the plan covers roughly 640 acres in the city’s northwest adjacent to Hollywood Burbank Airport and nearby rail stations. "The draft Golden State Specific Plan document is now available for public review," Via said, and staff will continue outreach and refinements before returning the plan for formal consideration. He added that the project has progressed through a five‑phase planning process that began in 2016 and is currently in phase 4.
The plan outlines a vision, ten guiding principles, and four subdistricts tailored to different parts of the area. Staff said the plan is undergoing environmental review under the California Environmental Quality Act (CEQA) and that a draft environmental impact report (EIR) is anticipated for release this fall; the EIR will evaluate the preferred project and alternatives. Planning staff told council the EIR will be finalized after the public review period and then the planning commission and city council will consider the plan alongside the EIR.
