Ranked Choice Voting Maryland gave a presentation to the Rules and City Government Committee describing how ranked choice voting (RCV) works, its history in the United States, and multiple local implementation options.
Michelle Whitaker, executive director, and Owen Anderson, deputy director, demonstrated an instant-runoff example and explained that voters rank candidates in order of preference; if no candidate receives a majority of first-choice votes, the lowest-ranked candidate is eliminated and votes are reallocated until one candidate reaches a majority. The presenters cited local Maryland examples (Takoma Park; Greenbelt and Berwyn Heights have adopted RCV by referendum) and national usage (New York City, Minneapolis, others).
Committee members asked for empirical data on how often RCV changes an election outcome versus plurality results, how frequently jurisdictions have reverted from RCV, error rates and cost estimates. The presenters agreed to provide studies from FairVote and RepresentWomen and to share local implementation data. On costs and administration they said vendor capability varies; the committee packet included historical election cost lines ($100,198 and $225,547 total in 2021; $313,846 and $465,003.89 total in 2025) and presenters estimated voter-education materials could add roughly $0.15 to $1.00 per voter depending on scope. They also noted RCTab, an open-source tabulation tool, as an option to support tabulation.
