Piedmont receives 2025 housing element annual progress report; ADUs and RHNA discussed

Bond summarized the HCD reporting process and key metrics: Piedmont’s RHNA allocation is 587 units; in 2025 the city reported 15 building permits issued, 16 planning approvals and 14 projects completed.
Senior Planner Pierce McDonald explained the methodology used to estimate affordability mix—adapting an ABAG-MTC memo about ADU affordability to Piedmont’s unit sizes—and staff discussed the Moraga Canyon specific plan RFQ and the state’s growing enforcement focus. Bond warned that the Department of Housing and Community Development has increased enforcement and that serious enforcement can include referrals to the attorney general.
