Commissioners defer vote on $155,612 truck-driving simulator for jail'based Ignite program

Commissioner Lloyd moved a resolution to approve an approximately $155,612 purchase of a truck-driving simulator for the Genesee County Jail's Ignite program to expand workforce development course offerings. Members voiced support for workforce training but raised concerns about procurement process, residual costs (software upgrades, extended warranty, on-site maintenance) and operational cadence for inmate participation.

Captain David Kenner described program safeguards and delivery: participation is voluntary, merit-based through Ignite University, and inmates are vetted for behavioral and security risks before being brought to classroom space for simulator instruction. Kenner said the vendor covers remote software updates under warranty for an initial period and that the simulator replicates a semi-truck cab with surround screens and a steering wheel.

Because commissioners requested clearer information on long-term maintenance, software renewals and expected usage cadence, the board voted to postpone the item back to the Governmental Operations Committee meeting on August 12 for additional detail. The underlying grant (an anti-gun-violence-related Ignite grant) was described by staff as the source of funds for the equipment option.
