At its July 23 meeting, the Newark City Council recorded several formal actions the public should note.
The council unanimously approved a resolution authorizing the city manager to execute the second amendment to the park agreement for the FMC Willow and Grand Park project, preserving the park completion date of July 3, 2028. Vice Mayor Jorgensen moved that measure and the council voted yes across the dais.
The council also unanimously adopted the first amendment to the affordable housing obligation satisfaction agreement for the FMC Willow and Harbor Pointe projects. The amendment revises the affordability mix and extends the construction completion date for the Terracina affordable housing project from Dec. 31, 2027 to Dec. 31, 2030 to allow the developer to pursue low-income housing tax credits.
Finally, the council voted 4–1 to adopt an enabling resolution to place an updated business license tax ordinance on the Nov. 3, 2026 ballot and directed staff to insert the reduced-retail rate into the draft ordinance and to amend the ballot revenue figure to $6,600,000 annually. The council designated the mayor to submit the official argument and rebuttal per state deadlines.
