Council approves amendment to Grand Park agreement, keeps July 3, 2028 completion date

The Newark City Council on July 23 adopted a resolution authorizing the city manager to execute the second amendment to the park agreement for the FMC Willow and Grand Park project, which updates interim deadlines while keeping the required park completion date of July 3, 2028.
Senior Planner Carmelisa Lopez told the council the 370-unit mixed-use project at 8787 Enterprise Drive includes a five-acre Grand Park that Lennar Homes must construct and dedicate to the city. Lopez said title issues between the developer and the San Francisco Public Utilities Commission have delayed some entitlements and that the amendment would extend the property-owner access deadline from December 31, 2025, to August 31, 2026, and adjust the irrevocable-offer-of-dedication timing to match grading permit or parcel map approval. "It is important to note that the proposed amendment does not change the date the park improvements are required to be completed, which would still be 07/03/2028," Lopez said.
During council questions, Lennar project manager Ed Walsh clarified that no plantings or park improvements are proposed on SFPUC property and that title issues relate to a different parcel: "there are no plantings or improvements that are actually in SFPUC property," he said, adding that park maintenance and irrigation will be the city's responsibility after dedication. Councilmembers pressed staff on parking, access, and the parcel reserved for future transit; staff and the developer said interim improvements will include a parking lot and landscaping and that the transit parcel remains conceptual.
Vice Mayor Jorgensen moved to adopt staff's recommendation and the motion carried unanimously on a hand vote. The council record shows the amendment is intended to align contractual milestones with the project's current status while preserving the city's protections and bond-release conditions. The developer has begun demolition and rough grading (May 2026) and expects to start park construction by fall 2026, contingent on final title resolution.
