Local museums seek repeat council discretionary funding as members debate process

Brenda Brown, representing the Toledo History Center and the Yukon Pacific Astro Railroad Society, told the council both groups plan to apply for the same amount they requested last year and asked for continued support. "We will be making an application for the same amount that we requested last year, in the amount of $12,000 for each of us," Brown said, citing limited operational grant opportunities and volunteer-run operations.

Council members acknowledged the nonprofits’ contributions to local tourism and history but pressed on the budgetary implications of repeated annual payments from the council’s strategic reserve. One councilor said the charitable contributions committee exists to evaluate requests and guard against the council ‘‘picking favorites,’’ while others said the city has stepped in where county support has become uncertain. City Manager Rich Haydn said the application process was created to make disbursements more transparent after some awards were made ad hoc in the past.

Councilors discussed options including moving recurring awards into a dedicated line item in the budget, routing routine requests through the charitable contributions committee, or keeping a hybrid approach that preserves the council’s final approval. Council members agreed the topic requires more detailed discussion and scheduled further review in an upcoming work session to clarify policy, eligibility, and whether transfers from strategic reserves should be authorized for recurring nonprofit support.
