Toledo URA to review whether startups not yet open can receive URA funding

At the end of the agenda, staff told the Toledo Urban Renewal Agency that a same-day application had been received from a business that is not yet open to the public and asked whether the board would accept applications from businesses that have not yet begun operations. Staff noted the application included an owner’s letter allowing a lien placement if the applicant does not own the property, and asked whether the URD plan expressly prohibits such awards.
Directors said they did not recall an explicit prohibition but requested staff review the URD plan in detail and consider eligibility criteria such as business plan and financing before approving a startup application. Staff said it would review the plan and, if the project passes muster, schedule a URA meeting for June 17 for the board to consider the application on its merits.
