City staff recommended modest increases to street-lighting utility fees to close a projected shortfall in the Streetlight Fund. The staff report proposed residential rates of $10/month (up from $8.75), commercial $30/month (up from $28.50) and industrial $50/month (up from $45); staff said those adjustments would produce a slight surplus for the fund. "Those recommended rates would bring us ... just a little over $187,600," the staff report said while noting the change would produce just a few hundred dollars in reserves.
Councilors discussed the equity rationale and recalled a prior policy preference to minimize residential increases; staff noted the city has about 1,206 residential customers and smaller counts of commercial and industrial accounts, so spreading small increases across classes was the recommended approach. The council approved Resolution 16-11 by a unanimous roll-call vote.
