Residents press council to halt assessment increases after complaints of poor landscape maintenance

Several residents addressed the council during the public hearing on assessment-district budgets, saying recent maintenance work is inadequate and opposing the proposed increases. Juan Gabriel Perez of Sierra Vista Estates said, "We do not agree on the $7.93 increase ... we don't have that [landscaping]." Ignacio Yanes told the council an increase "doesn't feel right" when residents do not see the promised improvements.
Staff and council discussed procurement and oversight, noting that some districts have small lot counts that make per-lot costs high and that the current contracts were minimal-level agreements. After public comment, the council moved and approved a motion to keep rates the same for the coming year to allow time for audits, new bids and contractor inspections; staff noted county tax-roll deadlines constrained when changes could be implemented.
