All Disposal seeks 4.57% rate increase; Toledo council approves $1.90 monthly hike for smallest service

All Disposal (Dahl) presented a request to increase solid-waste rates by 4.57%—85% of the two-year CPI adjustment called for in the contract—and to add a $20 contamination fee for repeated, significant contamination. Dave Larmuth, community relations and administration manager for All Disposal, described operational pressures including rising landfill disposal fees, fuel and insurance costs, and the shutdown of a processing partner that shifted material to Coffin Butte landfill. "We are proposing to add a contamination fee of $20, for customers to mainly to get their attention," Larmuth said.

Larmuth presented the company's calculations and said the projected operating ratio with the adjustment would be about 87.7%, keeping the company within the contract range. He showed examples of the customer impact: the most common service (35-gallon, weekly) would rise from $41.10 to $43.00 per month. Councilors asked about long-term landfill capacity, contingency plans, and whether the fee would appear separately on bills; Larmuth explained the fee would typically be waived the first couple of times and noted payment handling options. The council approved Resolution 16-10 authorizing the rate increase on a unanimous roll-call vote.
