Council presented with $8.96 million bid to repair and treat Well 11; staff expects grant funding

City staff recommended adoption of Resolution 26-36 to award the Well 11 perchlorate and nitrate treatment project to Rosal Engineering as the lowest responsive bidder. Staff said the contract award amount is $7,470,000 and recommended a roughly 20% contingency (about $1,500,000) to address unforeseen construction issues, for a total authorization of approximately $8,960,000.
Staff said the project will install a high-exchange water-treatment system, replacement well pumping equipment and site electrical and settling improvements; it is expected to increase central capacity by nearly 1,000 gallons per minute. Staff also said the city is seeking full funding through the DWS grant program administered by the state water board and that the bid results exceeded the older engineer's estimate due to rising costs statewide.
