Board adopts school-facility needs analyses and developer fees, closes CEQA hearing

At a pair of public hearings, district staff presented a level-1 school facility needs analysis (the statewide formula-based fee) and the level-2/3 justification study (a local-data-driven request to set fees higher than the level-1 amount). The board opened both hearings, recorded that no public comments had been submitted, and closed the hearings before taking action.
The board then voted to adopt the level-1 fee and separately adopted the level-2/3 justification study and an exemption from the California Environmental Quality Act (CEQA). Both motions passed by recorded votes of 3-0. District staff stated that the level-2/3 study uses local enrollment and projected-enrollment data to calculate the fee and that the fee is brought forward (and can be revised) at least annually to maintain compliance with state guidelines.
