Durango council approves executive sessions for biannual personnel evaluations

"I'd like to make a motion to convene an executive session for the purpose of discussing a personnel matter specifically to conduct the biannual evaluation of the city manager as presented in CRS 24-6-402(4)(f)(1)," said a council member who moved the motion. The motion was seconded and a roll call was taken.
Council staff reported the motion was recorded as passing with four in favor and one absent. The same pattern repeated for agenda items 2.2 and 2.3 when members moved to convene executive sessions for the city attorney and the municipal judge, respectively; each motion was reported as passing by the clerk/staff present at the meeting.
The votes were read aloud by a meeting staff member; the transcript records attending council members named on the record and one absent member (Jessica Lawyer). The transcript contains inconsistent spellings for one councilor’s name (appearing variously as "Kipcoso," "Kip Coso," and "Kip Khoso"); the meeting record lists four votes in favor and one absent for each motion.
Under Colorado law cited at the meeting (CRS 24-6-402), personnel evaluations may be discussed in executive session. The council moved into the executive session immediately after the motions were recorded. No on-the-record disciplinary actions were announced after the session closed.
