Committee advances bill letting DEQ consider permits for commercial hazardous-waste injection facilities

Senate Bill 22-52, sponsored by Senator Brumfield and discussed by committee members, would give the Department of Environmental Quality authority to consider permitting commercial hazardous-waste injection facilities in the state. The chair explained current practice allows on-site injection by generators who can afford it but prohibits sending hazardous waste to another property for injection; SB 22-52 would give DEQ the authority to permit a commercial injection facility when appropriate.
Committee members adopted a committee sub and raised questions about technical aspects and oversight. A DEQ representative clarified that the bill does not require DEQ to permit a facility but rather provides the department a process to investigate and, if warranted, permit a commercial facility. After discussion the committee voted to report the bill for further consideration.
