Council approves $150,000 bituminous appropriation; Adult Protective Services shortfall presented

The Washington County Council on Sept. 15 approved an additional appropriation of $150,000 to the county's bituminous line during its regular meeting in Salem. Councilmember Brad Gilbert moved to approve the item and Councilmember Andrew Davisson seconded; the motion passed.
County staff presented a separate supplemental request of $74,805.77 for the Adult Protective Services fund to repay a negative balance that resulted when a grant closed on June 30, 2025. The appropriation was placed on the September agenda for consideration; council documents state the purpose is to return the fund to a nonnegative balance following grant closure.
Council members conducted routine public hearings for multiple budget items the same day and closed each hearing after no public comment was offered. The actions on appropriations were taken as part of the council's regular budget review process ahead of final adoption.
