City approves Slicer Pathway paint contracts, $35,487 change order and final pay application

Staff said the project received an $8,500 grant from Indiana Health By Design. For paint supplies, staff recommended Michael Todd Industrial Supply at $1,499.49 to stay within the grant. For the painted curb extensions and orange/white markings, staff recommended awarding High Star Traffic for $26,773.58 (staff recommended a lower approved amount of $6,773.58 to remain under grant constraints and phased scope). The board approved the recommended vendors and directed staff to meet the grant budget and school-start timeline.
Tucker King presented a change order request of $35,487.51 tied to in‑field drainage improvements and tree-protection work that altered contract quantities; he also presented the final pay application totaling $197,883.38 (which includes the change order). King said the change order was discussed and authorized in the field prior to completing the work and that remaining funding would come from restricted HFL grant funds, transfers and an additional appropriation. The board approved the change order and the final pay request.
