City endorses county role for WCA type/boundary determinations on linear projects

The City of Montrose approved resolution 2026-31 instructing that, for linear projects crossing city and county boundaries, the county be designated as the local government unit (LGU) for type and boundary determinations under the Wetland Conservation Act (WCA). The city engineer explained that the designation would apply only to type/boundary determinations and would not transfer other WCA implementation responsibilities to the county.
During discussion the city engineer reiterated the scope: "The city of Montrose is the local government unit as defined by the Wetland Conservation Act," and added that the proposed resolution would designate the county as LGU for the limited purpose of type and boundary determinations on long linear projects that span jurisdictions. Council moved and approved the resolution 5-0. Staff noted the city would remain involved in mitigation and restoration activities related to WCA implementation.
The resolution is intended to reduce duplicative review for projects that run across the city–county line; staff said this designation would streamline permitting for certain types of infrastructure work but would not remove the city's role in restoration and mitigation planning.
