Spencer County Fiscal Court voted July 6 to ratify a Memorandum of Agreement with the Kentucky Transportation Cabinet that commits up to $476,800 in Local Assistance Road Program (LARP) funds for resurfacing multiple county roads.
Resolution No. 1 (FY 2026-2027) authorizes the Judge/Executive to sign the agreement and lists the specific county roads and milepoints included in the project (including Dotson Court CR 1102; Gordon Court CR 1101; Mitchel Lane CR 1051; Figgs Store Road CR 1198; Roberts Road CR 1131; Delta Road CR 1096; Gordon Drive CR 1100; Snider Road CR 1093; Lee Stevens Road CR 1087; and Ten Mile Road variants CR 1012). The agreement states that reimbursement is limited to $476,800 and that any ineligible costs or amounts above that total are the Local Public Agency’s responsibility.
The agreement also requires the county to follow state procurement and design rules, obtain necessary permits and easements, and obtain concurrence from the Department's District 5 Chief District Engineer prior to awarding contracts. The contract text explicitly states: "The Department agrees to reimburse the LPA up to $476,800 for completion of work by the LPA..." (agreement language included in meeting packet).
What happens next: Judge Executive Scott Travis was authorized to sign the agreement on behalf of the fiscal court; county staff must coordinate design, right-of-way, permits and procurement per the Transportation Cabinet requirements and report back for any needed supplemental funding if the final costs exceed the obligated amount.
