Fortuna council adopts 2026'2036 strategic plan and general-plan recommendations after public input

Staff described the strategic plan as a living document to guide priorities, budget development, performance tracking and departmental work plans.
A council member expressed reservations that the plan's "compass" section uses broad language and urged the council to ensure future amendments emphasize operational efficiency and staff retention. Staff pointed to elements in the plan addressing employee retention and quality-of-work initiatives and said the council could amend the plan during future workshops. The council voted unanimously to adopt the strategic plan, general-plan recommendations and the workshop results report and directed staff to incorporate the strategic plan into departmental work plans, personnel evaluations and budget processes.
