Staff clarified quorum is calculated from the five regular members, meaning three regular members constitute a quorum; alternates can be called to fill absent regular members so the board can achieve a full slate and reduce the chance of tie votes.
Board members agreed the approach to alternates — calling one of the alternates to give them experience when a regular member is absent — was reasonable. Staff said they will streamline the rules and return a draft ordinance to the BOA for final feedback before forwarding it to the community development committee.
