Board approves conditional use permit to replace stairway at 312 North Cove Road

The St. Croix County Board of Adjustment on July 23 approved a conditional use permit allowing Brent and Jennifer Wilbur to remove and replace an existing stairway providing access to the St. Croix River at 312 North Cove Road in the town of Troy.
Staff said the property is 0.882 acres with an ordinary high‑water elevation of 680 feet. The new stairway design calls for a 48‑inch‑wide stair run of about 90 feet from top to bottom, earth‑tone concrete‑gray materials, and engineered pilings driven approximately 4–6 feet into the ground. Staff also noted the modified plans were stamped by engineer Corey Fisher and that a DNR letter dated April 14 supported granting the permit.
Under findings read into the record, the board attached conditions including construction in accordance with submitted plans and applicable chapter 16 and 17 standards, engineered anchoring and footings, a revegetation plan that must effectively screen the stairway within five years, and the requirement to obtain a land‑use permit before beginning construction. The applicant has one year from approval to begin work and two years to complete it.
A board member moved to approve the conditional use permit as amended; the motion was seconded and carried by unanimous voice vote.
