Center Street Bridge plan: Phase 1 funded; Phase 2 lacks financing and faces permit delays

Anna Henderson, area manager for the Salem office, presented the Center Street Bridge update and said the project will retrofit the river span and east approaches in Phase 1 and address the West Approach in Phase 2. She told the committee Phase 1 is approaching 100% design and is estimated at about $198,000,000 from design through construction, with current construction cost estimated at $182,000,000. "Phase 2 will address the West Approach reconstruction...we're estimating between a 185 to $270,000,000, but no funding has been identified for that for phase 2 yet," Henderson said.
Henderson identified permitting as the principal near-term risk: the U.S. Coast Guard (DHS) has not been processing the agency's permit application needed for in-river work. She said $2,000,000 has been programmed for advanced investigations to support Phase 2 if funding becomes available. Committee members asked whether the project will be advertised for bid this fall and whether CMGC or low-bid procurement will be used; staff said those decisions will be clarified in subsequent packets and suggested the procurement method will relate to the project's complexity and risk profile.
