Tova shifted the walkthrough to planning projects, noting many are priorities but do not yet have funding for final design and construction. She emphasized these projects should be visible to the commission and legislature as early-stage priorities even if unfunded. "These are projects that are priorities of the agency and they don't yet have a strategy to fully fund through construction," she said.
Members highlighted the need to document financial strategies and partner commitments. Chair Brown and others pointed to the need for combined contributions from regional partners including TriMet, counties and cities and warned that projects will not advance without coordinated funding. The committee suggested flagging planning-stage projects separately from fully funded projects in the report.
