Bridal Francis, area manager for the I-205 Abernathy project, told the CIAC the project is actively under construction and that the agency has expended about 70% of the contract value to date. She said the official contract completion date is October 2026 but the contractor's latest projections extend finish to late 2027. "So based on the value of the contract amount, we know that we've already expended 70% of those dollars," Francis said, noting that time extensions affect both schedule perception and accrued costs.
Francis said the contractor submitted PCO 61 requesting approximately 107 additional days (and other notices and protests), and that the agency previously executed Change Order 50 in January 2025 which added roughly 307 days. Staff are reviewing each contractor notice individually and pursuing recovery scheduling; Francis said the agency has issued letters pressing the contractor to meet an October 2026 target while acknowledging that the contractor controls means and methods. Committee members asked for clearer cost projections tied to schedule outcomes and for a confidential director-level estimate of total potential exposure from outstanding claims.
