The Senate Health and Welfare Committee voted to hold House Bill 863 in committee subject to the call of the chair after more than an hour of testimony from providers, service participants and legal counsel about the bill’s fiscal and legal implications.
Sponsor Senator Julie Van Orden told the committee the bill would remove funding tied to an unimplemented service array while keeping the larger provider rate increase "and the auditing will help us"; she emphasized "we're not taking away this service" and that the proposal includes phased, third‑party audits. After debate and a substitute motion, the committee approved holding the bill; the chair announced the substitute motion "carries" with the recorded result later given as "7 4, 2 against."
