Council advances traffic-calming ordinance to allow resident-requested quick-build measures on local streets

Justin, a planner on staff, told council the ordinance creates a process for residents or Public Works to request 'quick-build' traffic-calming measures on local streets (not Highway 20) and frames criteria including safety checks, appeal to council and a two-year review/removal process. "This is really focused on those local streets," Justin said, adding that the ordinance is intended to be flexible and may allow either resident petitions (10 residents or 51% of impacted houses) or Public Works initiation.

Councilors debated raising the low-signature threshold and whether applicants should bear installation costs or whether the council should set aside funds in the budget. Council voted to announce the ordinance by title only for a first reading; the roll-call was recorded as passing (audio indicates a 4–2 outcome). Staff will return with cost research and boundary clarifications if council requests further changes before adoption.
