Council gives unanimous first reading to ordinance implementing review for Certified Recovery Residences

Attorney Brackins read Ordinance 2026-01 by title and Principal Planner Rippey presented the proposed amendments to the Land Use and Development Code, drafted in response to Florida Senate Bill 954 and Florida Statutes Section 397.487. The ordinance updates permitted-use tables, adds definitions and a reasonable-accommodation review process for Certified Recovery Residences, and modifies parking and related code sections.
The Planning Board unanimously recommended approval at its April 28, 2026 meeting. Councilmember Villanella moved to approve the ordinance upon first reading; Councilmember White seconded and the motion passed 5-0. Staff reminded the Council that state law requires at least one public reading after 5:00 p.m.; the second reading will be scheduled at 5:00 p.m. to comply.
