Conchilla outlined next steps: a draft ordinance, first and second readings on June 18 and July 16, 2026, submission of the draft assessment roll to Volusia County for TRIM notices, and a public hearing to certify the assessment roll on September 8, 2026.
Council and residents raised concerns about fairness for larger and waterfront parcels, administrative costs, opt-out provisions, and whether the fee (noted by staff as a fee rather than a tax) would be equitable. After discussion the Council reached consensus to implement a 10,000-square-foot service-unit cap, exclude the Town’s 23 parcels from billing, bill applicable Port Orange and Volusia County parcels, adopt the proposed credit policy, and continue analysis prior to formal adoption of rates and an ordinance.
