Bel Aire’s City Council authorized the 45th Street reconstruction project and approved a consultant to manage right-of-way acquisition work.
Staff described the authorization as necessary to begin right-of-way acquisition, utility relocations and future construction procurement while maintaining eligibility for WAMPO/KDOT reimbursement. Staff estimated the total project at about $17,000,000 with the city’s portion of preliminary and construction-related costs around $6,000,000. As staff explained, the authorization does not immediately obligate the city to spend $6 million; it allows the city to proceed with project steps that preserve funding eligibility.
Council then reviewed proposals for land-acquisition services and, after staff pointed out a packet table formatting error, approved Skins Consulting Services (Skins) to provide right-of-way acquisition and appraisal work for a not-to-exceed amount of $80,000. Staff said the selected firm would evaluate parcels, propose negotiation ranges, and return to council for final approvals of individual acquisitions.
