During the consent-agenda Q&A a council member asked about a complaint on page 27 involving a possible animal-hoarding situation on Grant Street. Chris Drake, the city's code enforcement officer, said crews counted more than 30 cats (it was hard to be precise because animals were moving) and reported that the health department responded because neighbors complained they could not open windows due to an ammonia odor. "The health department told them you need to get rid of cats," Drake said, and staff described ongoing cleanup efforts and attempts to rehome animals.
Council approved the consent agenda by voice vote. The clerk confirmed department reports were included in the packet and council members had no additional questions for police or fire chiefs who had provided written reports.
