Council reviews Community Streets Plan and TED manual, asks for language edits and returns documents for consideration

Brian Schelling, the town and county pathways coordinator, gave an overview of the Community Streets Plan (CSP) and the Transportation Engineering Design (TED) manual, describing how the documents map mobility networks, identify eight street types and provide technical design details to align street design to function.

"The transportation network must work for everyone," Schelling said, summarizing three key CSP concepts: that networks serve multiple modes, that different streets have distinct roles, and that design must match function. He described a four‑step process (modal priorities, network overlays, street‑type mapping, and applying TED design guidance) and said the CSP draws from the comprehensive plan and the Safe Streets for All safety action plan.

Councilors questioned expected outcomes, public engagement and staff capacity; Schelling and staff described prior public engagement (steering committee, stakeholder workshops, on‑line materials), the relationship with the SS4A safety action plan and that adopting the CSP/TED as appendices to the Land Development Regulations would make elements enforceable. Several councilors asked for clearer public‑facing language for some street‑type names (for example, alternatives to the technical term "neighborhood bikeway").

Councilor Beeman moved and Councilor Schechter seconded a revised motion directing staff to return the CSP and TED manual as presented for consideration at a future meeting subject to minor staff changes, including revising the neighborhood bikeway language. The council voted in favor.

Staff said they will finalize remaining TED edits, determine the extent of additional public engagement if needed, and return updated drafts for formal consideration and potential adoption into the LDRs.
