City staff reported April 3 that four bids were received for the Clean Water Plant Phase 3 Improvement Project and recommended awarding the contract to J.F. Ahern (Fond du Lac) for the low bid of approximately $18.6 million, including additive alternates the staff chose to include. Board members asked clarifying questions about alternates and staff confirmed alternates 1 and 2 were included in the $18.6 million base bid as presented.
After discussion, the board voted unanimously to accept the low bid and recommended proceeding with the project. Staff noted the competitive bidding produced a figure under budget and that project scope can be adjusted via alternates if needed during final contracting and budgeting.
