A staff member explained how PILOT is calculated and that water utilities in the state pay a utility PILOT to cities and that the utility's annual PILOT totals about $2.1 million. The staff member said the Public Service Commission prescribes the formula and that the city sometimes negotiates different arrangements but cannot receive more than the PSC-dictated amount. The voucher approvals passed by voice vote with no recorded roll-call dissent.
