Waukesha utility board approves $19.4 million contract for new operations center

The Waukesha Water Utility Commission voted May 15 to award the new Operations Center contract to Myron for $19,400,000 after reviewing nine bids and a set of alternates.
Kelly Zylstra, who presented the bids, told the commission the team vetted alternates for roofing, solar arrays, storage bins and a bulk water fill station so the utility could choose options rather than rebid. “We're getting everything we want,” Zylstra said, summarizing the recommended package. Staff also recommended the EDPM roof alternate and an HDPE pond liner option to avoid later change orders.
Zylstra showed staff estimates, contingencies and potential incentives from Focus on Energy that reduce the project below the Public Service Commission authorization. John Wallenkamp of CUNY Architects, who reviewed the bids with staff, said the low adjusted bidder overall was Myron once the preferred alternates were added. The commission approved the award and noted the contract will be forwarded to the Common Council for concurrence. Construction was projected as the bidder's schedule of roughly 576 days, longer than the original 450-day goal because of lead times on long-lead equipment.
The utility said the project is funded as part of larger capital efforts and includes WIFIA financing and energy incentives; staff will report further contract details and a 3-D fly-through of the design at a future meeting.
