Montrose council aligns rental license ordinance and policy; certificates extended to three years

Council considered a staff recommendation to align the proposed rental license ordinance with the city's policy framework and approved the suggested changes. Christie (speaker 11) presented a list of questions staff had circulated in advance and explained three staff recommendations: extend certificate validity from one year to three years, remove the fee-return verbiage, and remove the maximum-density provision.
"The staff recommendations are making the certificates good for 3 years, taking out the verbiage for the applications and then also removing the maximum density from there also," Councilmember Joe Von Toba said as he moved to adopt the staff changes. The council approved the motion by voice vote recorded as 4-0.
Staff said the goal is to ensure the ordinance text and administrative policy align ahead of a workshop scheduled for March 16 so the council and planning staff can finalize details with clearer unified paperwork.
