Meg said that eligibility for replacement does not automatically trigger replacement; fleet staff examine maintenance logs, usage and trade-in timing. Council members asked why routine purchases appear on a consent agenda; staff explained these purchases are routine and budgeted through the capital plan, with the consent agenda providing a secondary check for purchases exceeding thresholds.
Council member (speaker 5) moved to approve consent items 1–4; the motion was seconded and the council voted unanimously to pass all four consent items.
