Proposal to raise Montrose fire call and training pay fails after abstentions

A proposal to raise call pay and training pay for Montrose firefighters failed at the March 9 City Council meeting after multiple members abstained. Fire Department representative Kevin presented changes to Policy 103 that would have increased training pay from $15 to $20 per authorized training event and raised call pay from $12.50 to $20 per incident.
"Training pay, previously was $15 per authorized training event, and call pay was previously $12.50 per incident response. We're looking to change both of those to be $20 per event or call," Kevin said during the department's report. Council debated the resolution (2026-10) but the measure did not pass; the meeting record shows the chair concluding "It dies." The transcript records at least two council members abstaining during the roll call that followed the motion.
Kevin also gave the department's February activity report (27 calls) and outlined 2026 capital priorities, including a station roof replacement and equipment refresh. Council later approved separate items recognizing firefighter Alan Mortensen's retirement and a purchase of thermal imaging equipment.
The failed pay-change resolution will return to staff for further work and possible reintroduction, council members said. No new effective date was set for a revised proposal.
