Staff highlighted operating-model estimates provided by a consultant that showed a large first-year operating 'delta' in one model and a reduced shortfall over five years; staff discussed potential revenue-bridging approaches including targeted use of hotel-occupancy-tax revenue (HOT) for activities that generate hotel stays and/or drawing down TRS number 1 funds with a long-term plan to cover ongoing operating costs. The presentation emphasized that the only time-sensitive action would be to call a November election (ballot language and bond counsel work require lead time), with an Aug. 17 deadline to certify for November.
Council members said they are not prepared to call a November election and asked for more localized financial data and further vetting through the FY'27 budget process. One council member suggested combining possible ballot items such as the police station and arts center to reduce election fatigue; others warned that presenting the measure without adequate local data could be premature. Staff said they will continue to refine the comp analysis, localize assumptions and use the budget process to inform a future decision.
