Council approves Diamond Towers marketing agreement, removes two parks from list

The Flower Mound Town Council voted unanimously to approve a three-year site-marketing agreement with Diamond Towers, with Exhibit A modified to remove Jake’s Hilltop Park and Wilkerson Park.
JP Walton, the town’s chief strategic officer, described the agreement as a centralized process to market select town properties to carriers and coordinate industry interest. He emphasized that the agreement “does not authorize construction of towers” and that any new tower would require a specific use permit and council approval.
Troy Curtis, business development manager for Diamond Communications, presented coverage maps showing green (adequate) and red (poor) areas and said the company proposes a revenue-share model with a guaranteed minimum for the town. “It is 0 cost to the city,” Curtis said, adding that Diamond owns the towers and charges carriers rent, returning a portion of that revenue to the town.
Council members pressed staff and Diamond on specific sites and neighborhood impacts. One council member urged removing Jake’s Hilltop and Wilkerson parks from the marketed list because of proximity to residences and likelihood of denial at zoning. Diamond said it is acceptable to strike those sites from Exhibit A and that the town can add or remove properties later.
Council also discussed practical details such as site footprints (roughly 50 by 50 feet anticipated), the value of consolidating three carriers on a single tower to reduce the total number of towers, and the potential for locating sites near fire stations or other municipal parcels. JP Walton said staff will continue to work with Diamond and carriers and that staff or council would review any proposed leases or SUP requests.
Next steps: Staff will finalize the modified agreement and manage any future additions to Exhibit A through consent agenda items or council direction. Any developer/carrier proposals that proceed will return to council for zoning and lease approvals.
