City staff asked the commission to authorize a pipe-coating project at the water treatment plant after an EPA inspection recommended work on exposed piping. The recommended low bid from Genesis Industrial Coating was $62,968 plus $2,000 in change-order authority; the project was budgeted at $75,000 in the CIP.
Clinton McNamee said the work would epoxy-coat piping in two areas (the filter pipe gallery and a sub-basement near the south booster pump). Commissioners probed whether city crews could do the work, asked for linear-foot measures and questioned the wide spread in bids; staff said the higher bid involved full sandblasting to bare metal, while the recommended approach is more commonly used at other water plants and is expected to extend the coating life. A motion to hire Genesis Industrial Coating with the stated budget and change-order authority was moved, seconded and approved by voice vote.
Commissioners requested contract details on scope (linear feet and endpoints) be clarified and noted that plant staff will supervise the work.
