Commission approves formation steps for Virginia Drive special-assessment district with amendment

Deputy public works director and city engineer Rex Ritter presented an engineering feasibility report for extending Virginia Drive, describing the scope (approximately 900 linear feet of pavement, curb and gutter, storm-sewer work and 484 feet of storm sewer). He explained that Kansas statutes allow the city to form a special-improvement district when a petition meets sufficiency and that staff proposes 50% of the $1,313,569.80 estimated cost be assessed to the benefit district and 50% borne by the city.
Commission discussion focused on clarifying how assessments would be calculated per square foot, whether exhibit A includes a legal description that would appear in land-record indexing, and how the city would recover its 50% cost when adjacent parcels connect in future development. After amendments to add a legal description into exhibit A, the commission approved the resolution 5–0.
