City Manager Jacob (speaker 5) explained that extensive storm damage required quick action and that his normal purchasing authority and emergency authority were insufficient for non-life-safety but urgent cleanup work at parks and the cemetery. He sought authority to run a sealed-bid process and award an aggregate contract up to $200,000 to address the worst, outsized trees unsafe for city crews to handle.
Public commenters urged the commission to retain oversight and asked that proposals be reviewed in public rather than award authority delegated. One commenter called for a special meeting to review bids after RFPs close; others praised volunteer groups that had already helped with cleanup. Commissioner 8 moved and the commission approved the temporary increase 5–0; staff said RFP results would be posted online and that aggregate limits would prevent splitting a project into smaller contracts to circumvent procurement rules.
