Board reviews proposals to repurpose Obama, Barr and George elementary sites; committee favored community-benefit over price

The administration presented recommendations from the facility repurposing advisory and evaluation committee on proposals submitted for Obama, Barr and George elementary schools and asked the board to review the committee’s findings. "The evaluation considered project feasibility, financial capacity, the community benefit, the implementation schedule, and the respondents' ability to deliver on their proposal for reuse," Mr. Burke said, explaining the committee prioritized community benefit and feasibility rather than purchase price alone.
Latoya Cuttson, the district’s repurposing partner, described a two-meeting evaluation and scoring process and said the committee will request additional proposer information during due diligence to ensure commitments to neighborhood benefit. Board members pressed on protections during lengthy due-diligence periods—particularly the possibility of partial nonrefundable earnest money to ensure ‘skin in the game’—and Mr. Burke said negotiation of earnest-money terms and due-diligence length will be part of the purchase-and-sale agreement process.
