The Health and Human Services committee voted to recommend Bill 12-26 to the full council after a staff presentation explaining the measure was intended to align county code with current budget practice for supplemental payments to providers serving people with intellectual and developmental disabilities. Christine Wellens, council staff, said the bill was introduced by the council president at the county executive’s request on 02/10/2026 and had a public hearing on March 10.
Wellens told the committee the bill “really does two things”: it eliminates a now-outdated required annual recommendation from DHHS to the council and county executive based on a fixed metric, and it clarifies in code that providers receiving the supplement must provide services to Montgomery County residents. Council and agency staff described the change as cleanup to reflect current practice rather than an immediate policy shift. The committee moved and approved a recommendation to forward the bill to the full council.
