Committee backs expanding IDD commission membership and a naming amendment for local advocate

The Montgomery County Health and Human Services committee voted to recommend Bill 28-26 to the full council after a staff briefing on proposed changes to the IDD commission’s membership structure. Council staff said the bill would increase voting seats from 19 to 23 and expand the number of seats reserved for people with intellectual and developmental disabilities (IDD) and their family members or guardians, requiring at least three members to be participants in self-directed services.
Councilmember Dawn Luedtke, the bill sponsor, asked the committee to add an amendment to rename the measure for Jake, an original IDD commission member and local advocate whose testimony elevated the voices of people with disabilities. “That is why we requested to add an amendment to change the name of the bill … to call it the Jake Dudinsky Advocacy Act,” Luedtke said. Staff told the committee the bill had a public hearing on July 14 and that the fiscal impact statement currently indicates no fiscal impact.
Committee members raised no substantive objections and moved to recommend the bill as amended to the full council. The committee’s recommendation advances the measure to the next stage where the full council will consider the membership changes and the proposed naming amendment.
