Council backs $10,000 HR Green design proposal for gully repair using SWCD funds

Public Works Director Paul Sandy recapped prior council direction and presented a proposal from HR Green to design remediation downstream of an existing plunge pool where additional erosion has been observed since prior work. He said HR Green's proposal would analyze the existing model results, address velocity and volume considerations, and produce a 3–4 page plan set to guide either in-house repairs or a contractor procurement; the fee was described as "not to exceed $10,000."
Sandy said the Soil & Water Conservation District (SWCD) board approved earmarking $10,000 of SWCD engineering funds to cover the design fee; about $25,000 remains in the grant for construction and roughly $11,000 in in-kind contributions (staff time, materials or labor) could be applied to the project. Sandy told the council staff expects a 2–3 week turnaround on the design and hopes to complete restoration work in the fall during dry conditions to allow establishment before spring. Councilman Yeager confirmed updated topographic surveying would be handled in house and counted toward in-kind contributions.
Councilman Chesnick moved to approve staff's recommendation; Councilman Yeager seconded. The chair called the voice vote and the motion carried.
