Chief Runde asks council to approve joint records management agreement with Crow Wing County

Chief Runde, chief of the Brainerd Police Department, asked the council to authorize signatures on a joint powers agreement with Crow Wing County so Brainerd can participate in a countywide records management and computer-aided dispatch system provided by 365 Labs. He said the current system has been in service since 2007 and is nearing end of life, and that “the system is expected to be operational by 12/01/2026.”
Councilman Yeager asked whether a previously mentioned $53 figure represented an annual delta in software costs; Chief Runde said the current system costs about $17,000 a year and that modern cloud-based records systems are generally more expensive. The chair asked whether the new system would integrate with the Flock camera or automated license-plate reader systems; Chief Runde said it would not, and Administrator Broyles added that staff is not pursuing anything to do with the Flock system unless directed by the council.
Councilman Chesnick moved to approve the requested joint powers agreement and Councilman Yeager seconded; the chair called for a voice vote and the motion carried.
