DRC: proposed pool retaining wall would be visible; commission asks for full package and voting review

Applicant Jason Shapiro explained the homeowner wants a pool that required raising the pool grade until the retaining wall would reach, at most, about 48 inches with a 3‑foot railing on top, keeping the overall feature under 7 feet. Staff noted a previously approved design differed and that the new retaining wall/fence configuration would be visible from the street: "The pool that is proposed today... will involve a 4 foot retaining wall and a 3 foot fence on top of the retaining wall."
Commissioners raised privacy, drainage and stair/landing concerns and asked for a full submission showing the pool deck, stairs and any changes to house doors and windows that interact with the pool area. Given the complexity—including pool equipment, transformer location and existing grade—several members said they preferred the item come before a voting meeting and not be handled as an administrative COA.
